0. 何が入っているか

for the first time	初めて	`at first`（最初は）とは別

分かれ目は 3 つあります。

in time と on time … 締め切りに間に合えば in time、決めた時刻ちょうどなら on time。
5 分前に着いたら in time、定刻に発車する電車は on time です。
not always は全部を否定しない … 「いつもそうとは限らない」であって「決してそうでない」
ではありません。not all（全部ではない）も同じ考え方です。
for the first time と at first … 初回の経験なら for the first time、
「最初のうちは」なら at first（02 のノート）。
